About the Programme
The Quality Assurance and Compliance Unit supports WHO managers and staff in maintaining compliance with organizational policies, procedures, and standards. This unit ensures the integrity of administrative and financial processes within WHO’s Enterprise Resource Planning (ERP) system.
Key Responsibilities
- Develop risk-based annual work plans for the Quality Assurance Unit.
- Conduct post-reviews of ERP transactions to ensure adherence to WHO rules.
- Plan and execute compliance and risk management reviews to strengthen internal controls.
- Carry out quality assurance activities for field operations and grant-funded projects.
- Conduct on-site verifications to ensure implementing partners meet contractual and WHO standards.
- Monitor and track the implementation of recommendations and corrective actions.
- Build administrative capacity among implementing partners to enhance accountability.
- Facilitate training sessions on risk management, internal controls, and fraud prevention.
- Support process improvements by developing and updating policies, guidelines, and tools.
- Prepare reports for country offices, regional offices, and headquarters.
- Perform special reviews and other duties as assigned.
Qualifications and Experience
Education
- Essential: Secondary/Technical or Commercial college diploma in Business Administration, Financial Management, Auditing, Economics, or related fields.
- Desirable: University degree or professional certification (e.g., Certified Internal Auditor, CPA, Chartered Accountant).
Experience
- Essential:
- At least 10 years of experience in auditing, risk management, or financial management.
- Proven expertise in internal controls.
- Desirable:
- Experience with an international public accounting firm or in an international organization.
- Public sector experience is an added advantage.
Skills and Competencies
- Strong knowledge of accounting, budgetary principles, and IPSAS standards.
- Analytical, time management, and problem-solving capabilities.
- Familiarity with WHO policies and procedures is an asset.
- Proficient in policy development and capacity-building initiatives.
